I highly recommend the "Duce" double decker strip bus
The primary route serves the Las Vegas Strip 24 hours a day, with as many as 33 buses at a time running between transit terminals at the south end of the Las Vegas Strip at the South Strip Transfer Terminal to the Downtown Transportation Center.

they go up and down the strip and stop in front of ever major hotel; and you can buy an all-day pass and jusp hop on and off wherever you want it is also an excellent option to see the strip without walking becuase the upper deck is above traffic and has great windows. Highly recommend it

The Downtown is great because everything is close. The Nugget is the best hotel Downtown. Yes, lots of walking. I would go to the Venetian and walk to the casinos are it. The Belagio is a must. Paris is nice. You can also pick up a cab from the hotel. That'll cost you more than $10 to get anywhere. Don't bother with The Wynn, it's overrated. Why not rent a wheelchair so she can relax and enjoy herself?

I agree with Kango. To get around the strip or downtown, the deuce will probably work best for you. While on the strip, take advantage of the monorail and the trams (all of which are driverless!).
A traditional wheelchair or one of those electric wheelchairs. I would map out what casinos I want to visit on the strip. Many are very close to one another (Flamingo, Harrahs, Casino Royale), but others such as Caesars, are a long walk. I would also think about taking a cab from place to place. Instead of walking from Harrahs to the Luxor, take a cab. More than the walk, tell your mother too keep herself hydrated. We took my grandmother (77) last year, and she fainted on the strip in front of Sephora.
