Usually not, as long as you're not trying to accommodate more than 4 adults. Their are fire codes that must be adhered to as to the number of guests in a room. Of the hotels I've worked in Las Vegas, I never heard of any charging for young children. My hotel wants to know the number of children for safety purposes, as if we had to evacuate the hotel immediately. It is also our practice to get a cell phone number from the parents in case something happened with the children. They may get locked out of their room, but they don't have any ID, so this is for guest room key control security, as well as other reasons.

You could try it, I know many people do that. I guess it is a matter of if the housekeepers pay attention to the children's clothing and how many people the reservation has. If you could hide all the boys things while you are not in the room, that might help. Like keep their clothes in their bag under your bag, etc. I haven't ever heard of anyone getting caught, and I think the worst they would do is add the charge onto your credit card. You might want to consider staying somewhere that allows children to be safe if you are worried about it. If you are not dead set on staying downtown, Excalibur on the strip allows children for free and they have really low rates at smartervegas.com. Some hotels are stricter than others, but from what I've experienced, no. My family had three extra people (kids, no less!) in a condo in Hawaii. They never really 'checked' , but they came in for something. I don't remember what, but the other kids in I just hid in a separate room.
However, you might just want to be safe and get the extra room. Some staff could see the extra luggage and who knows if they'll report it or not? Better safe then sorry!
Simple answer is Yes. It has never been a problem with us, we even asked for a roller, and we weren't even charged for it. We even had two extra pass cards issued to us.
In the end it also depends on the person behind the desk. You can sneak them in or just be honest and let them know. Given the current economic climate, I doubt they would alienate a guest with something this minor.

I bet they will notice. If it was a couple more adults, they might not catch it. But if you have kids with you and you didn't pay for them, they are bound to catch on.
