Dude...I was THERE. It was March 2007 and I was in Fallujah when we turned Al Anbar. The only reason it was able to happen at all is because we were part of the surge. We would have already been gone by that point if we hadn't gotten extended. We knew the area...we knew the major players...we knew where the bad guys were and what they were in to. Anbar turning was a direct result of having people who were familiar with the area and the people (us) knowing where and when to take the offensive to keep the foreign entities on the run. We were causing the bad guys to lose thier control on several key areas around the city..not the least of which was the major enemy supply routes between Baghdad and Fallujah through Ramadi. That's why they stepped up thier torture and execution campaign against the population to maintain control.. That's why they lost the local support. That's why the Sheiks of Anbar had the time and space to plan, organise, and execute thier own security measures. Yes...the surge helped turn Al Anbar.
In fact, the Sunni revolt against Al-Qaida in Iraq’s Anbar province — commonly referred to as “The Awakening” — “began” long before Bush even announced his “surge” policy in January 2007. As the New York Times noted in April 2007:



The turnabout began last September [2006], when a federation of tribes in the Ramadi area came together as the Anbar Salvation Council to oppose the fundamentalist militants of Al Qaeda in Mesopotamia.



But also, President Bush himself noted this fact in a speech to the Naval War College in June, 2007:



Last September [2006], Anbar was all over the news. It was held up as an example of America’s failure in Iraq. The papers cited a leaked intelligence report that was pessimistic about our prospects there. […]



About the same time some folks were writing off Anbar, our troops were methodically clearing Anbar’s capital city of Ramadi of terrorists, and winning the trust of the local population. In parallel with these efforts, a group of tribal sheiks launched a movement called “The Awakening” — and began cooperating with American and Iraqi forces.

Obama wants America to be forced to give a significant amount of its hard earned gross national product to the UN, which is islamically influenced against the USA...so that the UN can simply hand the money over to Africa so make Africa more comfy to islamists which are taking it over quite violently as we all speak, including one of Obama own brothers. He really is confused. He recently said about the Pakistan-Iraq border. Pakistan and Iraq are not neighbors. People have voiced concerns about his mental capacity.
